Toward Census Automation

In light of the urgent need to develop mechanisms for collecting population data in Syria, the Census project came to offer an advanced technological solution that meets the requirements of the current stage. The project aims to automate the population census process carried out by the Ministry of Social Affairs and Labor, through easy-to-use technological applications that ensure accuracy and speed and maintain data privacy.

The project consists of two main systems:

Android application: Used by census takers during field visits to fill out census forms electronically, with information encrypted directly from the device to ensure data security.

Desktop application: Used in statistics centers to decrypt data after transfer and compile it into Excel files ready for analysis and processing.

Key features:

✅ Daily variable encryption: Advanced protection for citizens’ privacy.

✅ Data recovery support: Protection against information loss during transfer or storage.

✅ Simple interfaces: Facilitates the work of statistics teams without the need for advanced technical expertise.

✅ No internet required: Can be used in all areas, even those with poor connectivity.

✅ Direct export to Excel: Facilitates subsequent data analysis.

Impact and benefits:

The Census app represents a concrete step towards the digital transformation of government services in Syria.

Its benefits extend to:

– Reducing operational costs associated with stationery and printing.

– Saving time and effort by speeding up and simplifying the statistical process.

– Improving data quality and accuracy by reducing manual errors.

– Enhancing information security and privacy protection.

– Contributing to the development of a modern national database that supports planning and decision-making.

To illustrate, in one of the rural areas of Damascus with a population of about 24,000, approximately 1.5 million Syrian pounds were saved in stationery costs alone, and the time required for the census was reduced from 476 hours to only 150 hours using Census.
